Our Leadership

Hill Country Bible Church is led by a group of nine elders. This type of church leadership is modeled after the New Testament church. According to 1 Peter 5:2-3, elders are called to care for God’s people and lead them. A biblical elder is happy to serve and a good example of Christ to the ones they lead. They are not greedy or power hungry. Our elders have been invited to serve based on these and other guidelines found in Scripture. To be invited they must model maturity in faith and godliness and must also be affirmed by the church body.

Joe Bland

Joe was born and raised here in Austin. Although he grew up with Christian parents, he didn’t begin a personal relationship with Christ until 1984. He attended the University of Texas in 1972 before entering the family construction business. Joe and his wife Barbara have been married for 34 years and have attended HCBC since 2003. They have two grown sons, Collin and Cole, who work with their dad. Joe serves as an Ambassador to Christ Together Greater Austin, on the boards of Nineveh Ministries, the Fellowship of Christian Athletes, and the Austin Disaster Relief Network, as well as serving at HCBC on the Prayer Team, Men’s Ministry Advisory Team, and Job Seekers Network. Joe enjoys water sports, golf, and most of all, spending time outdoors with family and friends.

Jim Cooper

Jim grew up in the Atlanta, GA, area and accepted Christ at the age of 11. He received his engineering degree from the United States Military Academy and served five years in the US Army. Jim joined Hill Country Bible Church in 1998, where he met his now wife, Cindy, with whom he has two incredible children, Alison and David. Jim has been involved in several ministries, including Global Outreach, Next Steps, Small Group Leader, and the Men’s Ministry Advisory Team. Jim manages a financial services business and serves the community as a board member for the Cedar Park Chamber of Commerce.

Tim Hawks

Tim was born and raised in Michigan and accepted Christ as a young boy. He received his bachelor’s degree from Baptist Bible College in Springfield, MO, and a masters in theology from Dallas Theological Seminary, where he met his wife, Cindy. Tim planted and pastored a church in Ruston, LA, for three years prior to coming to Hill Country Bible Church in March of 1989. Tim and Cindy have four children: Kate, Ben, Ellen and Sam. Tim enjoys reading, hunting and keeping up with his kids.

Matt Ridgway

Matt is a native Texan and grew up in Houston. He received Jesus as Lord and Savior at a young age. Matt and his wife, Katy, moved to Austin in 2000 and began attending Hill Country Bible Church. In 2003, he began serving on the Worship and Tech Ministry Teams. Matt met Katy at Texas Tech University, and they married in July 2000. They have two sons, Luke (11) and Judson (8), who keep the home filled with joy and excitement. Matt works as a Corporate Security Consultant with Dell. In his free time, he enjoys spending time with his family, participating in Boy Scouts with his boys, traveling, and occasionally mountain bike riding.

Mike Tipps

Mike was born and raised in Houston, Texas and came to believe in Jesus as his Lord and Savior as a 16-year-old through Young Life, a high school youth ministry. He moved to Austin to attend the University of Texas, graduating in 1984, and never left. He then met the love of his life, Amy, and they married in 1988. They have been blessed with four children: Ben (and his wife Melanie), Will (and wife Amanda), Emma and Josh. The Tipps family has attended HCBC since 2000. Amy and Mike have served in various ministries including Children’s, Men’s and Women’s, HCCSA, Journey2Manhood, Celebrate Recovery and Small Groups. He also serves on the Advisory Board for CRU’s national city ministry. Mike works in the commercial real estate industry and enjoys fitness, traveling, and college baseball.

Brad Van Stavern

Brad is a native Texan, growing up in Houston and then Austin for the past 25 years. He received Jesus Christ as Lord and Savior on Easter Sunday, 1986, and was baptized. Brad met his wife of 15 years, Heather, while attending Abilene Christian University. The Van Stavern family joined HCBC in 2001 and helped launch the Steiner Ranch Campus in 2009. Brad and Heather have been blessed with three (sometimes wonderful) children, Jade (11), Chance (8), and Dax (6). Brad works as a commercial insurance advisor with Marsh & McLennan and enjoys travel, being outdoors and time with family. The greatest joy for Brad has been serving others in need and experiencing the life-changing reality of Jesus Christ.

Barry Williamson

Barry was born and raised in Kansas City, MO. Through the influence of his fiancé and conviction of the Holy Spirit, Barry placed his faith in Jesus Christ as his Lord and Savior. Barry and Kim were high school sweethearts and have been married 28 years. Barry and Kim graduated from University of Missouri at Rolla in 1987. They moved to the Austin area in 1992, where they faithfully served the Lord before joining Hill Country Bible Church in 2002. Since joining HCBC, Barry and his family have been active in Student Ministries.  The Williamson family has been blessed by the relationships formed at HCBC and look forward to continuing to serve and participate in Hill Country’s vision. Barry and Kim have two children, Kristen (25) and Austin (21).  Barry works with IBM and ARM to design microprocessors.

John Shriver

John was born in Ohio and lived in 5 other states before he and Angie moved to Texas in 1994 when they settled in Cedar Park. John accepted Jesus as his Lord and Savior when he was a teenager through the Boy Scouts’ God and Country program. He graduated with an engineering degree from The University of Arizona in Tucson where he met Angie, his wife of 29 years. They were both active in the Navigators campus ministry in those days. They have two sons: Andy (24) and Clay (22). The Shrivers have been part of the Hill Country Bible Church family since 1994 and have served in a variety of ministries including His Handymen, Children’s, Student, Leadership Coaching, and most recently Small Groups. At work John leads a team of engineers who develop advanced technologies that make drilling for oil & gas safer and more economical. In his free time he enjoys cycling, reading, and traveling.

Drew Terry

Drew was born and raised in Greencastle, Indiana, and came to believe in Jesus as his Lord and Savior at the age of 13 at a youth event. He attended DePauw University for his undergraduate degree and Loyola University School of Law for his law degree. He began his career with IBM Corporation in 1982 and met the love of his life, Becky, in 1986 and married her in 1989. They moved from Chicago to Austin in 1996, began attending HCBC in 1998 and helped launch the Brushy Creek campus in 2015. Drew and Becky have two amazing adult sons, Conor and Brendan, and a wonderful daughter in law, Julia, who all grew up in HCBC churches. In their 18+ years at HCBC, Drew and Becky have served in various areas of ministry including Children’s, Small Groups leaders, and Newcomers/Next Steps. Over the years, Drew has also been active in coaching youth sports, mostly recently serving as a coach of the Wilco Falcons Six Man high school football team. In his free time, Drew enjoys golf, hiking, exercising, reading, and gardening.

Elder Candidate - Boyd Popps

Boyd grew up in a military family and has lived all over including a year in Japan. He moved to Austin in 1987 to attend the University of Texas, met the love of his life, Laura, in 1993 and they married two years later. Boyd earned a B.A. from UT and an MBA from Texas State. Boyd grew up attending church but didn’t truly start building a relationship with Jesus Christ until 1996 (thanks to God and Laura). Boyd and Laura have been blessed with three children, Caden (18), Laney (15), and Ella (11). The Popps have been a part of the HCBC family since 2002. Boyd has served in a various areas of ministry including Children’s, Student's, Men’s Small Group, Men’s Ministry Advisory Team, and he taught the “Discipleship Basics” class. Boyd is a realtor, has a mortgage company, and enjoys spending his free time with his family and playing/coaching soccer.

Elder Candidate - Roger Ingram

Roger was born in Austin but was raised “on the road.” He says his family owned more homes than cars when he was growing up because his father’s job required them to move many times. He left home after graduating from college and moved back to Texas to pursue a young lady from Temple, TX named Sharon. Roger graduated from the University of Texas School of Law in 1987, accepted Christ as Lord in 1988 and he and Sharon married in 1990. They have three adult children; Brooke, Lance and Pierce and a daughter-in-law Amari. Roger enjoys Sharon’s company, photography, outdoors and exercise.
